Government's Dillemma

Its a government's dillemma, well at least I think it is. So here it is. Should sex education be taught in schools? Regardless of primary schools, secondary schools and universities. Well the it is taught according to the level of understanding of the students. For example, secondary school students should be taught on how to 'perform' safe sex and other things related to that. What do you think guys?

But now, being taught or not, teenagers are still performing pre-marital sex, which leads to dumping of newly borned babies. Might as well teach the teenagers on how to perform safe sex right?
